KOL HASHONEH HALACHOT KOL YOM MUVTACH LO SHE'HOO BEN HAOLAM HABA

L’yilui Nishamt Avraham ben Ester, Shahin Shmuel ben Hadassa & Israel Ben Rivka.
From Yalkut Yosef:

1. Our minhag (custom) is to wake up early in the morning to say Selichot (Jewish Prayers during the month of Elul) from the first night after Rosh Chodesh Elul (the night of Sep. 1st) until the night before Yom Kippur. The reason behind this is from the story of Har Sinai that was passed down explaining that Moshe Rabbenu went up to Har Sinai to receive the Luchot HaBrit and came down with them on Yom Kippur. On Yom Kippur Hashem forgave Am Yisrael and it became a day of Simcha.

2. The time for Selichot is from Chatzot HaLayla and on, meaning the Jewish Midnight and on because this is the time in Shamayim of Prayer Acceptance. One who is in Beit Knesset and the Tzibbur is doing Selichot before Chatzot haLayla, he is not allowed to join this Tzibbur to do Selichot!
