From Yalkut Yosef:
1. It is permitted to run to Bet Kenesset (Shul, Synagogue) on Shabbat at the moment one leaves their home to go to Shul, and not only when they reach the Shul’s area close by.
2. One who is walking on Shabbat and is suspicious that it will
rain it allowed to run in order to avoid the raindrops. One is allowed to walk
in a hurry if a dog is chasing him/her or a situation of the like.
