KOL HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEH'HOO BEN HA'OLAM HABA

Translated from Rav Ovadia’s Halacha Emails:

1. It is favorable to give Tzedaka (charity) to a poor person before each Tefillah (prayer), as it says in Tehillim (Pslams 17:15) Ani BeTzedek Ehazeh Panecha, I, with righteousness (or can be read with Tzedaka, charity), will see your face. One should give the Tzedaka money with a welcoming attitude in happiness and well being because if one gives Tzedaka money with a frown he/she giving the money lost the Mitzvah even if he/she gave a large amount! Even if a poor individual (not everyone) asks for Tzedaka, one should not let them leave empty-handed and give them even a small amount.

2. The one who is accustomed to take Ma’aser out of his/her salary and all profits (10-20% of their profit to charity) is allowed to deduct this amount and use it for financing his/her children above the age of six, even if they depend on their parents. One who finances his children is considered as one who does Tzedaka all the time. One can also deduct from his/her Ma’aser by helping to finance their weddings, for example for buying furniture, rent, etc. in order to build their home. How much more so for those children who are living Kollel lives when learning which we all gain and bless from. It is considered a big Tzedaka, and the closest relative comes first in regards to this type of Tzedaka.
