Translated from Yalkut Yosef:
1. 1. After the Tefillah of Arvit on (evening prayer) on Lel
Shabbat Kodesh (Shabbat eve), one should be quick to go to his home to fulfill
the Mitzvah of Purifying the Day of Shabbat (on wine), praised is the one who
is quick. Therefore, one should be cautious not to delay himself with chatting
after Arvit with the other minyan members, rather he should be quick to go home
to do Kiddush. There are those who are accustomed to bless their children
before the Kiddush and there are those who bless them following the Kiddush. It
is correct for one to kiss his/her parents’ hands after Kiddush.
2. It is a Mitzvah to do Kiddush on Lel Shabbat and is it fulfilled when doing it before the Netillat Yadayim of bread (washing for bread). This is the minhag (custom) across all Edot HaMizrach (Sephardic groups). Those who are accustomed to do Netillat Yadayim first before Kiddush should change their minhag (custom) and do Kiddush before Netilat Yadayim.
