Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. It is a good minhag
(custom) to check one’s Tefillin and Mezuzot during the Hodesh of Elul. In any
case, there is no obligation to actually check them during this month.
Especially if the Tefillin were written by a professional Sofer Setam one does
not need to check their Tefillin even after a couple of years. In regards to
Mezuzot, one should check them once in three and a half years and it is a good minhag to check them every Hodesh Elul.
2. It is permissible to get married throughout the month of
Elul and there is no suspicion in regards to cancel a wedding if its scheduled
during Elul whatsoever. For a Bahur Yeshiva (Yeshiva student), he should move
the wedding to Rosh Hodesh Elul (the first of the month) in order to prevent
any disturbances with learning during Hodesh Elul. However, if the Bahur did
not move it sooner, he should definitely not postpone it to after the Hagim
(High Holidays).
