Translated from Rav Ovadia’s Halacha Emails:
1. One who puts aside money for maaser (minimum 10% for Tzedaka, charity) every given period, is
allowed to use that money for his children’s expenses (from the age of 6+). If
someone vowed/is accustomed to giving Tzedaka only to other places/events, they
can simply do hatarat nedarim
(cancelling a vow) and from now on use the Ma’aser money for his children’s
expenses. Obviously this is for someone who sends his children to institutions
of Torah learning (as the priority), however, if one sends his children to a
place where there is no legitimate Torah learning, the money is not counted as
fulfilling the Mitzvah of Tzedaka.
2. One needs to be very cautious to make sure all his/her
Tzedaka money is going to real poor people in need. Thank G-d, today there are
many real Talmidei Hachamim (Torah Scholars) who are honest and trustworthy and
are eligible to receive the Tzedaka money to be messengers to give out to the
poor. It is obvious that one should also give his/her Tzedaka money set aside
to institutions and organizations who really give out to the poor who actually
need the money and they are not from those places filled with thieves and
robbers. If someone gives Tzedaka to a person who is not poor or is a Rasha
(wicked) it is not considered as he fulfilled the Mitzvah of giving Tzedaka.
