KOL HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEH'HOO BEN HA'OLAM HABA

From Yalkut Yosef:

1. One is not allowed to look at even a single finger of a woman if the reason is based on a desire and/or lust. However, if one looks at a woman generally without this reason of desire or any immoral pleasure, there is no violation of a prohibition in place.

2. It is prohibited for parents to dress up their little girls with immodest clothing, such as short dresses or sleevless tops, even though those that say there is no improper immorality to due with little girls until the age of 8, parents should apply Tzeniyut (modesty) to their children from a young age. Obviously one should be cautious not to bring their children dressed immodestly to Bet HaKnesset (Shul), rather they should be taken to the women’s section of Shul.
