From Yalkut Yosef:
1. It is allowed to read the bulletin boards that hold advertisements regarding Mitzvot, like the Tefillot (prayer) times of the week and the upcoming Shiurim (Torah classes) and the like. However, the advertisements that have to do with sales, even if they have to do with Mitzvot such as the selling of Etrogim before Sukkot or Holy Torah Books, are forbidden to be read on Shabbat. Therefore, it is correct and suggested for the Gabbai to cover these ads with some cloth on Erev Shabbat (Friday).
2. It is forbidden on Shabbat to read pamphlets/papers on hol
(weekday) matters, even reading without depth. Therefore, it is forbidden to
read contracts, government bills, banking statements, and similar papers on
Shabbat. These papers are considered muktzeh and cannot be carried on
Shabbat.
