Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. It is good and suggested to teach Ketanim (boys under 13) who have reached the age of Hinuch (6-7) to wear a Talit Katan (Tzitzit) under their
clothing throughout the entire day because it is a very valuable Mitzvah that
is weighed like all the Mitzvot. It is also good to teach these boys to wear a
regular Talit during the Tefillah of Shaharit even though they wear Tzitzit
underneath their clothes. Therefore, teachers and principals should be quick to
teach boys who have reached this age these Mitzvot. We also teach these boys to
say a Beracha on the Talit and there is no suspicion of a Beracha Levatala (a Beracha said in vain).
2. Women are exempt from the Mitzvah of Tzitzit because all
Mitzvot that are time bound are not mandatory for women. Even though in regards
to women being allowed to perform Time bound Mitzvot like Shofar, Lulav and
Sukkah (without saying Berachot according to the Sepharadim), in regards to
Tzitzit a women cannot put on herself this Mitzvah. It is suggested for women
to avoid this Mitzvah, especially since it is found in Reform Congregations.
