Translated from Yalkut Yosef:
1. The latest time to light the Chanukah Candles is 20
minutes before dawn, that means on the First night of Chanukah, the latest time
to light the Candles with a Beracha is at 5:26am EST. This Halacha stands even
if there isn’t the usual 30 minutes of nighttime left for the Candles to
be lit, since dawn is in 20 minutes.
2. One is not allowed to eat a Seudat Keva (full meal including 50 grams of water bread) before
lighting the Chanukah Candles, meaning from 30 minutes before Tzet HaKochavim
(4:45pm EST). Even if one has already prayed Mincha and Arvit before the
Sunset, he may not light Candles. However, if one wants to eat food with an
amount of bread less than these 50 grams or fruits and the like, is allowed to
eat before lighting the candles. Cake is also considered as bread pertaining to
this halacha, so one may not have 50 grams of Cake before lighting the Candles.
