Translated from Yalkut Yosef:
1. One is not allowed to eat or
drink before Tefillat Shacharit (morning prayer service), because the Torah
says: “Lo Tochelu Al HaDam.” Chazal learn from this one should not eat before
praying on his blood. In any case, one is allowed to drink water, tea and/or
coffee (drinks that do not have any signs of fulfillment), even with sugar.
This also stands for Yom Shabbat (morning of Shabbat before Shul).
2. Many of the Achronim (big Rabbis from the 1500s until our
generation) have a mahloket (halachic,
law-related, argument) regarding drinking coffee with milk in the morning and
if it is allowed. They all agree that coffee with a little bit of milk, not
seen to the naked eye, is allowed and one can be lenient and drink. However on
coffee that all see has milk in it and the color difference is distinguishable,
the Rabbanim agree that one should be stringent and refrain from drinking it
before Tefillah. Rav Ovadya explains that one should be lenient only is he/she
is weak. In any case, one should say Birkot HaShachar, Birkot HaTorah, Akedat
Yitzchak and a chunk of Korbanot before drinking the coffee with the little bit
of milk inside.
