From Yalkut Yosef:
1. One is not allowed to read contacts on Shabbat, whether
its to look up for something specific without reading the whole thing or
reading the entire thing. Therefore on Shabbat one is not allowed to read a
loan contract, electric or plain government bills, bank account mail, etc.
These contracts are also considered Muktzeh which means one cannot carry them
or pick them up.
2. One is allowed to read on Shabbat the notes, fliers, ads,
information, recent news regarding the Bet Knesset and Mitzvot in general on
the bulletin board in Shul, like Prayer Times during the week, Shiurim, lost
& found, etc. However, the fliers regarding the sale of products (like
Etrogim for Sukkot) should be avoided from being read on Shabbat. Therefore,
Gabbais should put up a sheet covering these ads on the bulletin board on
Shabbat.
