1. The general custom of wearing costumes and masks on Purim might be thought as not allowed to do, but Rav Ovadya Yosef brings in Yalkut Yosef that there is no Issur against this.
2. But there is a serious Issur in the idea of a man dressing up using women's clothing and a women dressing up using men's clothing, on Purim and obviously in general. And of course children are not allowed to cross dress either on Purim and in general.
