1. Restaurant owners are allowed to sell food and drinks to Jews who do not keep Torah and Mitzvot (you would think they cannot because by giving them food and not blessing, it is as if the owners are providing stolen food because food that is not blessed on is considered stolen). Rest. Owners should provide a washing station and Birkonim (Birkat HaMazon pamphlets) for their customers.
2. It is allowed to place vending machines in ares where there are Jews who do not say Brachot on food.
