Translated from Yalkut Yosef:
1. We begin asking questions about the Halachot of Pesakh 30
days before Pesakh begins (from Purim). However, this is not a mandatory
obligation and every Talmid Hacham (Torah Scholar) can continue in his regular
learning schedule. This halacha holds only in a situation of Shoel KaInyan, meaning when there are
two different questions and one is talking about Pesakh, the Rabbi answering
must attend to the Pesakh question before the other.
2. During this time before Pesakh the Rabbis of
congregations must do hazara (review)
on the halachot of Pesakh in order to answer the related questions correctly
before Pesakh begins. The halachot include scouring and cleaning utensils,
dishes, pots, etc., baking Matzot halachot and Biur Hametz (burning the hametz).
