KOL HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEH'HOO BEN HA'OLAM HABA

Translated from Yalkut Yosef:

1. One who is outdoors in the days of Nissan and sees a tree that bears fruit and currently has blooming flowers on it says the Beracha of the Ilanot : Baruch Ata Hashem Elokenu Melech HaOlam Shelo Khisser BeOlamo Kelum UBarah Bi Beriyot Tovot VeIlanot Tovot Lehenot Bahem Benei Adam.

2. An individual says Birkat HaIlanot once per year and women should also put the effort to find trees that bear fruits which currently have blooming flowers during Nissan (the Hebrew month we are currently in) to say the Beracha as well.
