Translated from Yalkut Yosef:
1. The Shabbat following Purim (this Shabbat) each
congregation takes out two Sifrei Torah. The first Sefer Torah is used to read
the Parashat HaShavua (weekly Torah
portion) and the second is used to read Parashat
Parah (making this Shabbat called Shabbat Parah). Even though there are
great Sages who disagree in regards to the Sages who say that listening to Parashat Parah is a Mitzah DeOrayta (Mitzvah commanded upon us from the Torah), one
should be stringent upon themselves to act as if it’s a Mitzvah DeOrayta. [This
means that just like during Shabbat Zachor, last week, we must have the
intention of fulfilling the Mitzvah of listening to Parashat Parah and the
Torah reader must have the intention of fulfilling the Mitzvah for the
listeners/congregation.]
2. After reading Parashat
Parah on Shabbat Parah (this Shabbat), the Torah reader reads the special Haftarah in Yekhezkel (Ikiziel 36) which
has a saying in it that is related to Parashat Parah (both speak about pure
waters being sprinkled on people to purify them, which is done during the time
of Mashiah).
