Translated from Yalkut Yosef:
1. Whoever has a personal Megillah (a scroll of the book of Ester), is allowed to recite the
blessings to himself in a whisper with
the Megillah reader. In any case, it is best to hear the Berachot (blessings)
on the Megillah from the Shaliah Tzibbur
(Megillah reader) who has the intention to fulfill the obligation to read the
Megillah for everyone and after the Berachot everyone should say amen.
2. One who reads the Megillah does not need to unscroll the
Megillah in order to say the Berachot
(blessings), rather the individual may say the Berachot on the Megillah when
the scroll is closed (like a Sefer Torah). An individual says the Berachot and
after finishing the reading of the first page, he should simply leave the
scroll unscrolled and continue reading, so when he reaches the final page the
entire scroll should be unraveled like a long letter.
