Translated from Yalkut Yosef Online (Yalkut.Info):
1. One who paints/draws on Shabbat is violating one of the 39 Fundamental activites that one is not allowed to do on Shabbat (39 Melachot). From the Torah the actual prohibition of drawing on Shabbat is paint that is permanent, but our Hachamim (Sages) have made it a prohibition to even paint or draw with paint/ink that is not permanent on Shabbat.
2. One is forbidden to 'paint' (shine) their shoes on Shabbat, even if before Shabbat one has place the shoe shine material on the shoes. One is also forbidden to tell a non-Jew to shine his/her shoes. When a non-Jew that shined a Jew's shoe on Shabbat, the Jew is still allowed to wear the shoes.
Shabbat Shalom!
