1. One who sees a lost object/item that belongs to a Jew
must make the proper moves to return it to its owner, as it says in the Torah “Hashev Tashivem,” You Shall Return Them.
If one picked up the lost object with the intention of stealing, and the owners
are still looking for it, this thief is violating the law of returning the
object, the law of stealing, and the law of ignoring the lost object. Even if
the thief returns the lost object after a set amount of time, he/she has still
violated the law of ignoring the return on the lost object.
2. The founder of a lost object does not have to search for
its owner if there is no recognizable sign/symbol that can give information
about the owner (such as a name/phone number in a wallet or on a phone) or any
sign in the area that lost object was found. A found object that has no
recognizable sign that provides information on its owner or no sign around the
place is seen where it was found, then the object belongs to the finder.
Therefore, one who finds money, the money belongs to the finder because the one
who lost the money already surrendered the effort to find it and there is no
sign on the bills or in the place where the money was lost (unless the person
just laid it there for a moment).
