Translated from Yalkut Yosef Online (Yalkut.Info):
1. Ketanim (young
children under the age of 13) that have arrived to the age of hinuch (parenting), which is around six
to seven years old, it is correct and suggested to teach them to wear a tallit katan (tzitzit) underneath their
clothing throughout the entire day, which is a Mitzvah that is great and
special that weighs like all the Mitzvot. It is also good and suggested to
teach these boys to wear a tallit katan
during Shaharit minyan (morning prayers) and say a beracha (blessing) on a tallit
gadol (large Tallit). We teach small children to say a beracha on the
Tallit for the Shacharit minyan and there is no suspicion that these berachot
are berachot said in vain.
2. Women are exempt from the Mitzvah of Tzitzit, just like
all the Mitzvot Aseh SheHazeman Gerama
(time-bound). Even though on other time-bound Mitzvot like hearing the Shofar,
sitting in the Sukkah and shaking the Lulav woman can do them but may not bless on them, regarding the
Mitzvah of Tzitzit women are not even allowed to do it, even without saying a
beracha because it is an act of yuhara
(self-pride and showing off). Especially in our time when Reform Jews have the
custom for women to wear Tzitzit, a Jewish woman must avoid from wearing
Tzitzit.
