HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEH'HOO BEN HA'OLAM HABA

Translated from Yalkut Yosef Kitzur Shulchan Aruch:

1. The Seventh Day of Sukkot (Motzei Shabbat, Saturday night) is called Hoshanah Raba, and is the 51st day of Teshuva after Hashem called Moshe to come up to Har Sinai to accept the second set of Luhot HaBrit. Therefore, we have the minhag (custom) to greaten Selihot, Tahanoon and Torah learning. One should learn Torah with excitement and great simha (happiness) because the final decree of the upcoming year is sent out on Hoshana Raba to the angels and will not be reset. However, even though the forms/papers are sent, one still has the chance to fix them on Shemini Atzeret (the holiday immediately after Sukkot). Therefore, we must enter into a state of mind of teshuva (repentance) throughout the entire day of Hoshanah Raba.

2. Israel took upon themselves the minhag (custom) of staying awake the entire night of Hoshanah Raba and learn Torah. It is good and recommended to read the setup of the night in the Mahzorim (prayer books) for Sukkot. After Hatzot (Jewish midnight) we have the minhag of reading Tehillim.

3. Even though there is an issur (prohibition) to learn Torah on Shabbat near candlelight (to avoid the chance that he will tip over the candle to greaten the amount of light), one is still allowed to use electric light to learn Torah because we are not suspicious that one will desecrate the Shabbat by turning off the light like he normally does.

4. One should speedily return home to eat after Tefillah (prayer) on Shabbat morning in order to do Kiddush and have the Shabbat meal before midday (Jewish midday is 12:43pm). Even if one is delaying the meal because of Torah learning this is prohibited and he must return home to eat. Therefore, one should explain to the Shaliah Tzibbur (Hazzan) to pray in an appropriate fashion so the kehila (congregation) can get to their homes and have the Shabbat meal before Hatzot (midday).
