Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. Women are peturot
(exempt) from the Mitzvah of reading Keriyat
Shema because it is a Mitzvat Ashe
SheHzman Gerama, a time-bounded Mitzvah and all time-bounded Mitzvot are
not applied to women. However, it is suggested that women should be stringent
in regards to Keriyat Shema specifically because of the acceptance of ol malhut shamayim (accepting the yoke
of being under Hashem’s rule and doing Mitzvot) that comes with reading Shema.
Women are prohibited from reading the full Berachot of Keriyat Shema (with
Hashem’s name, shem umalhut).
2. Ketanim (boys)
that reached the age of hinuch (parenting,
around six) there are those who say they are peturim from reading Keriyat Shema
because their father is not constantly around them to teach them during the
appropriate time to read Keriyat Shema. However, according to Rabenu Tam (one of the Rishonim) one is
obligated to teach his children to read Keriyat Shema at the right time with
the correct berachot (blessings).
