Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. Even though during all the days of ben hametzarim we hold small acts of mourning practices, in any
event when Av arrives (tomorrow night, July 19) we decrease in happiness.
Therefore we add mounring rituals. These days of Hodesh Av are days of tragedy
and Israel’s luck (for all Jews) is decreased greatly. One of the things that
are relevant to this time is going to court for a lawsuit declared by a
non-Jew. If someone has a court date with a non-Jew during this time they
should change it to a date after Tisha B’Av (falls out July 28-29 this year).
2. From Rosh Chodesh Av (Friday) we decrease times of
happiness. For example, we do not buy new furniture for a home of a Hatan and
Kallah (bride and groom) or purchase any jewelry, gold, silver, and the like.
Other business transactions such as buying furniture for one’s home (not
newleyweds) or a brand new car and the like, even though one needs to be strict
and avoid buying this, we are lenient and one can go ahead with these deals. It
is good to prevent oneself from buying these new furniture or a new car, etc.
during these days because of the decrease in happiness.
