Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. It is best to give Tzedaka to a Ben Torah (Torah Scholar learning in Yeshiva) who lives to learn
the Torah, which Hachamim (Sages) have said: If you would like to do Tzedaka do
it with those who are Amal Ba’Torah.
The closer the person the more qualified. Meaning if a father had the zechut
that his son turned out a Talmid Hacham, he must put effort to finance his son
based on his own income and can give his Ma’aser
from work to him. However, he should not give all of his Tzedaka money to his
son, rather he should give some to poor people as well.
2. It is allowed to give Tzedaka during the nighttime, and
The Arizal explained one should not give Tzedaka at night because it is a time
of judgment in the world. In the Arizal’s work, Shaar HaKavanot, it is written that one should mainly give Tzedaka
during Shaharit. In any case, one should not look into this and if one did give
Tzedaka during the nighttime, may he be blessed. Women are also obligated in
Tzedaka and should nto think it’s a Mitzvat
