Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. Women are exempt from Couting the Omer and saying the
proper Beracha for it each night, because this Mitzvah has a set time for it.
Women are exempt from all Mitzvot that are time restricted (except for Shabbat,
Pesach, etc.). Women may count the Omer without a Beracha and are not allowed
to say the Beracha for the Omer and if a woman does it is not considered a Beracha Levatala, a Beracha said in
vain. According to the Kabbalah it is best for women not to count.
2. It is a Mitzvah to teach and parent children to count the
Omer every single night, meaning teach them to say the Beracha of the Omer
fully with Hashem’s name. Even if a Katan
(child) does forget to count the Omer one of the nights, he can still continue
to count the Omer and say the Beracha with Hashem’s name in order to teach him
to count for the future.
