Translated from Mekor Chaim Kitzur Shulchan Aruch:
1. One must give on Purim Day a minimum of two Matanot (presents) to two poor
individuals to fulfill the Mitzvah of Matanot La’Evyonim. We do not have any
set regulations on who to give the Matanot on Purim, rather anyone who opens
their handas a gesture of needing Tzedaka should receive some form of Tzedaka.
2. It is a bigger and more important Mitzvah to fulfill
Matanot La’Evyonim (Tzedaka Presents to the Poor) on Purim Day than fulfilling
the Mitzvah of Seudat Purim and Mishloach Manot. One should greaten and
multiply the act of doing Matanot La’Evyonim because there is no bigger Simcha
(happiness) than to bring happiness to Poor people, widows, orphans and
converts.
