KOL HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEHOO BEN HAOLAM HABA

Translated from Yalkut Yosef:

1. One who sees the president of a country during our times, can say a Beracha without Shem U’Malchut (Hashem’s name) like this: Baruch SheNatan MiKevodo LeBasar Vadam. One who sees a president/ruler of a country that is dressed in full presidential attire that clearly shows his greatness and blesses the Beracha written above with Shem U’Malchut (Baruch Ata Hashem Elokenu…) has someone to rely on (meaning its okay) even if he/she sees the ruler through a window or even binoculars. If one sees this ruler on TV they do not say the Beracha.

2. If one sees a bunch of kings all in the same day but at different times throughout the day says a Beracha for each time they see another king. However, if one sees a bunch of rulers/kings (with the appropriate attire as mentioned above) all at once, says a single Beracha for the entire group.
