KOL HASHONEH HALACHOT BECHOL YOM MUVTACH LO SHEHOO BEN HAOLAM HABA

Translated from Yalkut Yosef:

1. All types of oil and wicks are allowed in order to light the candles of Chanukah, even though not all oils and wicks are best for lighting candles in general. Olive oil is most recommended to use for the Chanukah candles, because the light from candles lit under olive oil is most clear. The Mitzvah min HaMuvchar (most recommended/best) is to use Tzemer Gefen (Cotton Wool) for the wicks. In a place where there is no oil, it is Kosher to use wax candles because its fire is also clear.

2. Whoever prepared wax candles to light the Chanukiyah (Menorah) and suddenly he/she sees they have oil to light the candles, the wax candles should be removed from the Chanukiyah and the individual should only light using oil, because the basic Mitzvah of Chanukah is to light with oil (because the nes, miracle, happened with oil). Even if the oil is not olive oil (the most recommended), one should always choose oil rather than wax.
