Translated from Yalkut Yosef:
1. One should be very careful in regards to lighting the
Chanukah candles, because it is a memorable and loved Mitzvah to publicize
Hashem’s greatness on the miracles He has done for us. The one who acts this
way has the zchut (privilege) to see
his children become great Talmidei
Chachamim (Torah scholars). Even a poor person needs to sell his clothing
to obtain candles/oil/wicks or have him get hired to work just to buy the
Chanukah items (minimum one candle per night).
2. Therefore, the Gaba’im of Shuls and Torah institutions
who collect money to redistribute to the poor, orphans and widows; should give
out enough money for the poor to obtain only one candle per night of Chanukah
and no more according to the Halacha. A widow who is supported by the Yerushah (inheritance/life savings) that
are due to her children should only take enough money out of the Yerushah to
buy one candle for each night (because women are also obligated to light
candles on Chanukah). This also means orphans should absolutely not be
pressured into paying for more than one candle per night’s worth of Chanukah
items for the entire Chag.
