Translated from Yalkut Yosef:
1. Throughout the entire day when
one uses the restroom, whether it is for solid or liquid excretions, one is
obligated to say Birkat Asher Yatzar (the Beracha after using the bathroom).
Even though after the bathroom one does Netillat Yadayim (three times on each
hand switching hands between each pour, 1-1-1-1-1-1 not 3-3) they do not
say the Beracha of Netillat Yadayim. Even if one only excreted ONE drop (there are
people who are sick that have trouble in the restroom, Hashem Yerachem) then
they are still obligated to say Asher Yatzar.
2. Even if one is at the doctor (for example) and needs to
provide liquids, they too must say the Beracha of Asher Yatzar (even if they
had no intention of using the bathroom for relief).
3. One who drinks multiple alcoholic beverages (that cause
use of the restroom frequently in a short time period) is obligated to say the
Beracha of Asher Yatzar after each time.
