From Yalkut Yosef:
1. Because Shemini Atzeret (the ‘8th
day of Sukkot’ even though its really its own Chag) is a Holiday within itself
and just happens to fall the day after the final day of Sukkot we say Birkat
Shehechyanu during Kiddush at the meal tonight.
2. After Friday morning’s Tefillah of Simchat Torah, a Sefer
Torah is taken out of the Aron HaKodesh and placed on the Bimah (center Chazzan
podium in Shul) and the entire Congregation takes out all the Sifrei Torah and
sing, dance, and clap in Simcha and Joy about the ending cycle of the Torah
reading (by reading Parashat VeZot HeBeracha) and the starting of the new
annual cycle (by reading Parashat Bereshit). Even though dancing, singing, and
clapping was banned on Yom Tov because Chazal (the Sages) thought one would
accidentally bring a musical instrument, Rav Ovadya Yosef teaches one is still
allowed to clap, sing, and dance on Simchat Torah (which is Yom Tov) for the
Kvod HaTorah (respect of the Torah). How awesome is it to have Halachot that
teach us we NEED to be happy?!
