1. It is written in the Torah (VaYikrah 19:28): "You shall not make cuts in your flesh for a person [who died]. You shall not etch a tattoo on yourselves. I am the Lord" (chabad.org). This has been banned because it was a custom of Goyim to write on their skin that are servants of idols and statutes (Avodah Zara/Idol Worship). Therefore one may also not etch a tattoo on someone else, whether Jewish or Non-Jewish.

2. The law not to have tattoos is held for the
entire human body. Therefore, one cannot have a tattoo done on the bottom of
the foot, inside the mouth, or inside one’s ears, even though no one might see
the tattoo.
