1. Because the time for dawn has passed, meaning the time has come for one to pray Shacharit, he cannot go out of his way to another person to say Shalom before Tefillah. This is true even for his father or Rabbi, but one is allowed to say Good Morning. And even this is not allowed unless one needs to go take care of something regarding his business and someone comes to him to say Shalom first. But if he just goes to a friend to show his face before Tefillah, it is not allowed to say Shalom, unless suddenly the friend bumped into him before Tefillah (even though its best to say Boker Tov [good morning] instead).
2. One is allowed to call someone over by his name, when his name is Shalom, before Tefillah (because you would think one cannot say his name because you cannot say Shalom before Tefillah).
