KOL HASHONEH HALACHOT KOL YOM MUVTACH LO SHE'HOO BEN HAOLAM HABA

From Yalkut Yosef:

1. One who tastes food to see if it has enough salt and the like, even if he/she swallows the food [up to 27 grams], one does not need to say a Bracha for that food. Because the intention is just to taste, and if even to swallow, the Bracha is not needed. However, if one takes food to eat it, he/she needs to say a Bracha.

2. One who tastes the food and has the intention also to receive pleasure from tasting it (like ice cream and/or candy) is in a bit of a problem in regards the need to say a Bracha or not. So, one should have the intention simply to eat the food and NOT taste it, so then he/she can say a Bracha that is how all the Poskim (Rabbis) teach.
