From Yalkut Yosef:

1. When someone puts on their shoes without touching them, then he/she does not need to do Netillat Yadayim. So too with one who tries on new pairs of shoes without touching the old pairs that he/she just took off.

2. One who is wearing rubber boots, even though he/she might think that it is not as if one is wearing shoes, it is true that after touching rubber boots one needs to do Netillat Yadayim.
