1. One who sees a Rainbow says a Full Bracha with Shem & Malchut (Hashem's Name). "Baruch Ata Hashem Elokenu Melech HaOlam Zocher HaBrit, Ne'eman BeBrito, VeKayam BeMa'amaro." One is not allowed to look at the Rainbow too much while saying the Bracha. But one is allowed to tell his/her friend that there is a rainbow in order for them to say a Bracha on the rainbow, also.
2. One is also allowed to say the Full Bracha on the Rainbow even if he/she only sees part of the rainbow. However, if one sees the rainbow through water or glass, or through something that does not make him/her see the rainbow directly cannot say the bracha. Also if one sees the rainbow from a mirror he/she may not say the bracha. One can say the bracha if he/she sees the rainbow from their home window or their car windshield, even though the glass is in the way of the rainbow's sight.
