From Yalkut Yosef Mo'adim:
1. The simple Minhag of a Ben Chutz La'Aretz (one not from Eretz HaKodesh) who is in Israel for Yom Tov (Shavuot, Pesach, or Sukkot) and his future plan is to go back to Chutz La'Aretz has to do Two Days of Chag instead of one (like in Israel). He also does not put on tefillin (just like any other Yom Tov), and he should act as if its a Yom Tov, even though all of the Israeli Citizens are not.
2. A Ben Chutz La'Aretz that has a factory or a store with workers in Eretz HaKodesh who are Israeli citizens is not allowed to make those workers work on the second day of Chag (which only applies to him). Also the Ben Chutz La'Aretz is not allowed to make any citizen from Ha'Aretz to do any type of Melacha (anything against Yom Tov) for him (since he cannot do it due to the Chag).
