1. Before one prayes, the person needs to do Netilat Yadayim, even if your hands aren't dirty. Its best and correct to do the Netilah with a Netilat Yadayim cup or any vessel at all. Many perople are not cautious about this and they need to be notified to do this before every Tefillah. If one did do Netilat before Mincha, and now between Mincha & Arvit the person walks out of shul, before he goes back in to pray Arvit, he needs to do the Netilah again because he didn't have the intention to keep the hands (clean spiritually or physically).
2. Usually where this an Azkara (Yortzite in shul or yeshiva, etc), the organizers give out washed/wet fruit. One should dry the fruit because there is a halacha that one needs to do Netilah before eating the food that was dipped in water (or wet/washed).
