1. Some say on the night of Chag Shavuot one should not do the Kiddush until its definite Night time (which is 20 minutes after Sunset). Because if one does Kiddush of Yom Tov before this time then it is like doing Kiddush during the 49th day of the Omer, and not Shavuot itself. LeChatchila (the best) it is best to do Kiddush 20 minutes after Shkiya. However, in places around the world where the Shkiya is late and waiting to do Kiddush will disturb the whole organization of the night learning (as mentioned in the Halachot posted Erev Shabat), then one can be lenient and do Kiddush right at the beginning of Shkiya. Its best to eat Kazayit (28 grams) of Bread at the time of Tzet HaKochavim (3 stars).
2. Just like it is allowed to do Tefillat Arvit everyday Be'od Yom (still daytime), it also allowed to say Tefillat Arvit Be'od Yom on Lel Shavuot (the night of the Chag). Whoever is strict about this can be lenient and pray Be'od Yom.
