1. There are Spharadim that have the minhag (custom) not to eat rice on Pesach because they are afraid of people not checking the rice properly. If those Spharadim want to "cancel" their minhag of not eating rice/Kitniyot (and therefore eating them), they can be lenient and do it by getting permission from their Rabbi (Heter).
2. Whoever does not eat rice/Kitniyot on Pesach because that is his/her parents' minhag (and they are financially dependent on their parents table), then once married and independent, he has permission to change this minha and start eating rice/Kitniyot on Pesach, even without a Heter. Also one who does not eat rice/Kitniyot on Pesach, he/she can store the rice/Kitniyot in the home over Pesach and it doesn't fall under the category of Chametz (which can be sold to a Goy).
