1. Its best to give Mishloach Manot before chatzot [midday] because since its for giving someone a full meal, and before chatzot is the set time for a Seuda [meal]. Its best not to do the Mitzvot of Mishloach Manot and Matanot LaEvyonim before Kriyat HaMegillah of Yom Purim because some say it is NOT considered as fulfilling the obligation of these mitzvot.
2. The highest way (spiritually) of giving Mishloach Manot is by giving the Mishloach to a person that the sender does not speak to [not from hatred G-d forbid] to greaten love between Jews and greaten brotherhood. And the main point of the Mitzvah is to send food of high quality and great taste/sweet.
