1. One who sees the Moon "Bechedoosheya" Blesses on it: "Asher BeMa'amaro Bara Shchakim..." According to Rav Ovadya you say the Bracha after 7 days of the Hebrew month until the end of the 15th day (ex. Since Thursday night for our month).
2. One should be strict to Bless on the sight of the moon not through the mirror, rather by eyesight.
