1. One is forbidden to hit their friend, whether he/she is young or old, because a child younger than 13 years old is also an individual that cannot be hurt. The only case where one can hit a child is when it is their own to rebuke them or punish them, however the punishment must be done without real anger [rather just 'anger']. One should not hit a child under the age of 12 because he/she might rebel against their parent afterwards.
2. One who damages/hurts a child under thirteen is obligated to pay the damages and a katan (a child under thirteen) is exempt from damages, even if he hurt another person. Even if a child hurt someone when he/she was under thirteen and he/she grew older, they are still exempt from paying damages because the time of the damage he/she was not a ba'al da'at (a person with knowledge).
