Translated from Yalkut Yosef:
1. The days of Nissan are days of simha (happiness and celebration) in all tenses, from our past
history, present and future. The first day of Nissan marks the ‘Grand Opening’
of the Mishkan in the desert followed by twelve days of the tribe leaders in
the time of Moshe Rabbenu bringing animal sacrifices to thank Hashem for the
Mishkan. The thirteenth of Nissan marks the Isru
Khag (day after the holiday of the Hanukat
HaMizbeakh, the grand opening of the Mishkan). The fourteenth is already
Erev Pesakh, the start of seven days of Pesakh. The 22nd of Nissan
is the Isru Khag of Pesakh and then
in the future building (BB’A) of the Third Bet HaMikdash will be celebrated for
the final seven days of the month of Nissan.
2. Because of Nissan’s happiness and days of celebration,
the entire nation of Israel abstains from the Takhanoon Prayer and the part of confessing sin in the Shakharit
and Minkha prayers (morning and afternoon). Also there is no decree for the
entire congregation to enter a tzom
(fast) G-d forbid if there is any suffering or tragedy that occurs in the
congregation, however if one has their parent’s passing during the month of
Nissan they do hold an individual tzom (whoever has this minhag).
