Translated from Yalkut Yosef:
1. Duirng Rosh Hodesh an individual does not fast. There are
those who fast during Rosh Hodesh Nissan (next month) because of the deaths of
the sons of Aharon and in that case it is best to follow the concept of “sit and do nothing” (meaning not to
react to those deaths and not fast). One should not fast, even on Rosh Hodesh
Nissan, for example if G-d forbid a parent passes away (which is the minhag to fast on the day of their
passing).
2. If G-d forbid there is suffering throughout the community
in any form, the community usually decrees a fast across all homes. However, on
Rosh Hodesh even in these kinds of suffering one should avoid fasting.
