1. On Motzei Shabbat Hannukah (this Saturday night is the first night of the holiday), in the synagogue the Hannukah candles are lit first and only following the lighting of the candles Havdalah is made. This way we delay the departure of Shabbat as much as possible. The one lighting the Hannukah candles takes out Shabbat individually and the rest of the congregation still make known Shabbat on themselves (because they are not lighting). The Hannukah candles are lit first also because we want to publicize the miracle and make sure everyone stays for the lighting and Havdalah (if Havdalah was first everyone would leave before lighting the candles). After returning home, the rest of the congregation says Havdalah and only then light Hannukah candles.
2. Maran Harav Ovadia Yosef shlit’a writes that one does not
fulfill their obligation of lighting Hannukah candles via electric light since
an electric Menorah does not contain oil or wicks, where the miracle of
Hannukah included oil which lasted for eight days. Electricity is not similar
to oil and therefore one cannot use electric light to light the Hannukiya
(Menorah). However, if one has no alternative but to plug in electric light,
they can do so but cannot recite the proper blessings for Hannukah.
