1. It is forbidden to gain benefit from the light of the Hannukah candles, even if its just a irrelevant type of benefit, such as checking one's dollar bills. This Halacha stands because it prevents one from belittling the Mitzvah of lighting Hannukah Candles. However, using the candles light for benefit to help in a Mitzvah is allowed. Therefore, if one is in doubt whether or not he/she can benefit from the candles, they are allowed to benefit from the light.
2. If one lit the Hannukah candles and one of the candles burnt out and the individual wants to be stringent and return to light the burnt out candle, they should NOT light it from an already-lit candle (rather from another match or lighter). This Halacha stands because once the candle (that is now burnt out) was lit the Mitzvah was fulfilled even though it was burnt out and the candle is seen as just another candle and NOT a candle pertaining to a Mitzvah.
