1. The time one may begin to light the candles of Hannukah is from Tzet HaKochavim onwards, which is about 45 minutes after Sunset (5:12pm EST). The best time to light candles ends 30 minutes after Tzet HaKochavim (5:42pm EST). One needs to provide the candles with enough oil to last 30 minutes. In any case, if one did not have the chance to light the Hannukah candles, they can light (and say the proper berachot) throughout the entire night until dawn.
2. [Since the candles need to be lit for a full 30 minutes and]
if an individual returned to his home 20 minutes before dawn (the last time to
say the berachot and light the Hannukah candles) and there isn’t 30 minutes of
night time left for the candles to be lit, in any case one can still light the
candles and say the proper berachot for Hannukah.
