From Yalkut Yosef:
1. One should be focused and cautious during the lighting of the Hannukah candles (next Motzei Shabbat) because it is a beloved Mitzvah that includes Pirsum HaNes (the publicizing of the miracle of Hannukah) and the thanking of Hashem on the miracle He did for us. [According to the Gemara Shabbat 23b] one who is cautious on the candles of Hannukah has the privilege that his kids become Talmidei Hachamim (Torah Scholars). Even if a poor individual only relies on Tzedakah (charity money) for food, he should sell his own clothing to buy candles to light for Hannukah (minimum one candle per night).
2. One even needs to go out of his/her way to get hired as a
worker in order to have funds to buy oil for lighting the candles of Hannukah,
enough to light one candle per night. Therefore all the Gabbaim (Community Tzedakah
collectors) to take care of the poor by providing them with oil to use for the
Hannukah candles (enough to light the minimum of one candle per night, which is
the amount needed to fulfill the Mitzvah of lighting Hannukah candles).
